What is Minimum Wage in India?

The Minimum Wages Act, 1948 is one of India's foundational labour laws, mandating that no employer shall pay wages lower than the prescribed minimum to any employee working in a scheduled employment.

The Act empowers both the Central and State Governments to fix and revise minimum wages periodically. Central Government notifies wages for scheduled employments in its sphere (railways, mines, oil fields, etc.), while State Governments notify wages for all other employments in their territory.

The Central Government notifies a National Floor Wage — no state minimum wage can fall below this floor. The current national floor wage is ₹178 per day (revised April 2024).

A scheduled employment is any industry, business, trade, or form of work listed in the Schedule of the Act for which minimum wages must be paid.

How Minimum Wages Function in India

VDA Revision & Employer Compliance

Variable Dearness Allowance (VDA) is revised every 6 months (April and October) based on the Consumer Price Index for Industrial Workers (CPI-IW). Employers must ensure wages paid are equal to or higher than both the state-notified minimum wage and the Central Floor Wage. Under the Wage Code 2019 (effective Nov 2025), the minimum wage floor applies universally — not just to scheduled employments. Non-compliance attracts penalties and prosecution.
